Import data in Turbo Prep reads data only up to 5,000 rows.
Is there a way to read all the rows from an excel file?

I believe this is a limitation of the preview functionality only.  I have used turbo-prep on larger datasets.  For memory management purposes, it limits your view in the turbo-prep interactive window but when you generate the underlying process it can be applied to a dataset of any size (up to your license limitation).

Yes, @Telcontar120 is absolutely right.  The import only shows a preview of the first 5,000 rows.  When you go through the whole import process, the complete data set will be loaded.
